Make Model Year engine? Try putting it in manual low (1) and see if that makes a difference.

Try adjusting the TV cable. Do a search for it or look in the FAQs. There is no transmission kickdown solenoid on these dodge trannies. You have a 46RH in that truck.

These Dodges are know to have weak trannys. Did you see paperwork on the rebuilt tranny? He may have said it was rebuild to cover his tracks, since these have a rep of bad trannys, and he probably thought you knew that.

When i bought mine it said rebuilt tranny. I told him i wanted to see paperwork. After two days, he did find the recipt and showed me that it was rebuilt, and beefed to tow. Had the vin# of my truck, milage (7K before i bought it) on the recipt so i know it wasnt a fake.

If you have the 46RH trans the governor valves maybe hanging up(sticking).
