Pardon the ignorance, but what would filling them with sand accomplish?

Yes the final product will be rhino lined.

And as stated before the stock brackets will still be on there but with a 1/4 of steel welded along it. So pretty much doubling up the bracketry

But when you fab something like this up you should be using the correct stuff. Not just the stock brackets.

Well it really depends on how good of a welder longram94 is and how he designs the angled ends but it could be quite easy to knock one off. And you're really underestimating the power of compressed air if you think that volume at 200 PSI isn't dangerous.

It has the potential to be a problem, but, not as much as 26+ gallons of gasoline that folks carry around as a matter of course......

The steel is think enough, he would have to hit something pretty damn hard to even dent it. No danger of it running off, as it is mounted to the truck quite securely. End caps blowing off? A quality weld job won't. As he has done this kind of thing before, I am going to guess that his welding skills are pretty good, at the very least.

You can order bumpers that aren't built as well, that are designed from the getgo as air tanks. I don't think putting 150-200 lbs in there is going to be much of an issue.

I am a steamfitter by trade and that pipe will hold 200 lbs of air easily. We have that size pipes with 400 - 600 lbs running in them . But you are right it is only as strong as the welds. Mig does not have the strength on pipe usually, mine is welded with arc and is done in 3 passes.
