You shouldn't put much pressure when rubbing or polishing. I assume you were applying by hand? You should try an electric buffer and a good polishing compound.
If it doesn't shine up, you may be able to get away with wet sanding the color and spraying a few DIY coats of clear from a rattle can. That is if the only problem is dullness, and not deep scratches and chips.

Claybar will pull contaminants out of the clear coat
I used Mothers California Gold claybar
Brought my Indy paint back to life when it was looking dull
Could paint it yourself with a roller.
Need to prep it properly, as VW described
Use a professional high density foam roller & thin the paint excessively. By using lots of thinner the roller marks level right out. Paint will be real weak so you need to put on like 8-10 coats. Wet sanding & buffing will make it shine & cost next to nothing.
Guy with a mint 68 Charger up here used Tremclad (same as Rustoleum) orange & cost about $50(Cdn) for whole car. Also did a couple Beetles as well as a Honda

Can you post a pic of the hood? Chances are you can clean this up with the right cleaning compounds. Do you have any detailing shops near you? If so why not stop in and get there opinion. Also check out this site and do some reading www.detailingbliss.com/forum/ it's a great place to get help with your paint.

Tomorrow morning I plan to try to use rubbing compound again.... and if that doesn't work I will have to live with a "cloudy" hood.....
