Can't figure this out, rear drums locking up

to earlier query: took it back to guys that replaced rear brakes/drums. said maybe proportioning valve. have swapped that 2x, no change am going to try manual valve inline to back brakes like race cars have
very odd no one i talked to ever knew of this: "yeah, saw that before, it's___________.
took to a doge dealer & they said i need a new transmission. never go there again! gotta be something simple but goofy.

There are 4 things it could be. It's a simple setup.
Master Cylinder
ABS Valve
Proportioning Valve
Rear Brakes or Drums

Just because you replaced a part doesn't mean it's good. You are either getting to much pressure to the rear or brakes are bad. Seeing that the wheel locks up tells me ABS isn't working. Get that fixed and that should fix your problem.

What's the condition of the parking brake cables? I had cables that half worked; they would work as should, but when I released the parking brake, spring at the end of a cable couldn't pull the cable all the way into the drum, therefore leaving the parking brake lever partly applied and making the adjustment major PITA. Either they were dragging or they were too far, balance was off and they would lock really easy. Replaced both cables, quick adjustment and bam, zero problems after that.

If it's RWAL, down at the base of the firewall, near the proportioning valve.

Yep mine just showed me the ABS and Brake lights today. I'll deal with it in the summer
