Still having transmission OD troubles...

Well, I don't know how many times I've brought this up, I just can't seem to mitigate the problem. It's driving me nuts. My truck just will not downshift out of overdrive when going up a hill or steep grade on its own when in cruise control. I have to give it a little more gas and it will downshift. When I engage cruise control, she doesn't get up and go like other vehicles. Just barely pulls. On level roads, it'll hold 70 mph just fine, except going uphill or pulling a trailer. I've visually checked my vacuum hoses, and I don't see a leak, but I haven't checked with a gauge. I checked some of the other cables and they have a alight amount of slack, but doesn't seem like enough to cause the issue. My transmission was also rebuilt about 15,000 miles ago. Thanks for any help.

Wow, I wrote all that and forgot to say that all the problems are when its in cruise control. It won't downshift out of overdrive when in cruise control. Things I've done to try and help the problem is removing some of the slack in all the cables, adjusting my TV cable, checking fluid, adding Lucas to fluid, checked all of the vacuum hoses and the cruise control unit.

What's the best way to check for that? Gauge? Is there a leak dye? Or just replace the hoses or the module?
