Should the vacuum shift motor move up and down or just be secure and not move at all, i just wonder if that would cause anything or problems.

Externally, it shouldn't move AT ALL. There is a shaft the vacuum motor moves, but, unless/until you take the cover off, you shouldn't be able to see it.

Cause when i tried to take the cable off the vacuum shift motor the whole thing moves up and down like a loose tooth does

Time to replace it, and I suspect you just found the cause of your issues.

I hope that will be the problem, you guys sure do know alot on here. I appreciate all the help, i love my dodge and there is alot of work to be done on it.

yeah, my truck seems to have an EXTREMELY large money absorption cross-section......
