So tell me . How much does a new fuel pump cost me at the parts house: Autozone or oreillys or pepboys... if the rebuild kit cost freakin $ 90 bucks.... . Yeah i will check with my parts house but wow....but regardless i will have to drop the tank to either replace the complete pump or replace regulator....CORRECT

I would screw a gauge into it, and verify that is indeed the problem before spending a dime on parts.

Beware of what pump you buy. The cheaper fuel pumps tend to have the half life of toilet paper that has been wet.

x2 ^^. Dont just go spending money. Could be a variety of other things. Do what zman said and see how the pressure reads and report back.

If that's the problem, replace the pump itself and be done with it. They're $200-300 depending where you go and what you get.
