Weird. Removed #1 fuse (top left corner in door). Tested with my ohmmeter. Got continuity.

Now what?

I suppose you could do what I would do, crawl under the truck and try to locate wiring...

Unless there is snow/mud on the ground.

The headlight switch is what controls the tail/parking lights. If the fuse is not blown, maybe the switch went bad before the fuse. And the headlight switch is a common problem with rams. Remove it, and see if the plug or the HL switch housing itself is burned/corroded or melted.

No worries about going under truck. The way it is lifted (not sure if stock, but it's a lot higher than my burb), it is very easy to get under it.

But I am now confused. If water in taillight, then that would make wires short out. Wouldn't that also blow the fuse, causing the dash lights to then go out? But the #1 fuse is not blown. Is there perhaps another fuse that works in conjunction with fuse #1 that could be blown?

What would I be looking for under truck exactly?

You would be trying to find any wiring that might be some what exposed and/or visible.
If you can find and wiring, you can look at it and see if any wires are stripped.

Zman, you were posting while I was typing. Headlight switch? Would that also cause dash lights to go out?

When I open cab this morning, his interior lights come on fine, but I see the little flashlight resting on dash that he obviously used to get home last night.

OH... other electrical types issues to maybe mention, in case related. He has been complaining lately that his remote start will not work. I think his alarm system is also not working, but not 100% as I see the little red lights on his dash lit up, and one of his fog lights is burnt out.

The dashlight dimmer is also on the headlight switch, so yes, a bad switch could make the dash lights go out.

As far as the other stuff, I'm wondering about bad grounds...

Check fuse F in the PDC under the hood.

I cannot see any letter F, but I do see a tail light fuse listed. It is a 40, inside a teeny plastic box. I've never screwed with this type of fuse before and have no clue how to remove it.
