it would certainly be better to do so, but i would personally just replace the sensor and solenoid, as that will very likely solve your problem

Throttle Valve Cable, Right out of the Haynes manual, This adjustment is critical;it must be correct for the transmission to function correctly. Incorrect adjustment can lead to early transmission failure. When the adjustment is complete, the transmission should shift into 3rd gear at 20-30 mph under light throttle pressure. If it does not, take the vehicle to a dealer service dept.

This is something I would be checking before you spend any money. There should be many threads on this subject.

TV cable is possible as well, but given the circumstances i think the sensor and solenoid are the likely culprits

It's called the kiss(keep it simple stupid) system and I live by it. If I was to tell all my customers to head for the most expensive thing to fix first I would be out of business. Always and I mean this always check the free and easy stuff first.

I am not saying I am right, I am giving him other things to check before dropping $300+ in parts.
