I have a 2001 dodge ram 2500 with cummins that has a damaged roof, I also have 1999 ram 1500 gas as a parts car with good cab. Both cabs are quads.
My question is if i can swap them and if everything will bolt right in. All the wiring and everything else will be pulled off the original cab.

Yeup, your good to go, just swap the wiring and gauge cluster like you mentioned.
