Default 1998 with 5.9 Not getting up to temp

Hey everyone. My truck wont seem to get past 160-170 degrees no matter how long i drive. I just put a new 195 thermostat in and drilled a small hole in it so no air bubbles build up. Refilled the coolant and took it for a drive and still it's not getting to the proper temp. I noticed after i did it the hose going to the bottom of the radiator isn't very hot, but the top one is. Any help would be great.

Bad thermostat. Replace it. (again....)

you'd think people would learn to SEARCH FIRST! MAYBE WE SHOULD CHANGE THE OAGE LAYOUT TO ENCOURAGE PEOPLE TO SEARCH!

I tested the thermostat in water and it is working properly.

Those hoses are supposed to be hot on top and cool on bottom.

How cold is it in Oregon right now? Might need to block off part of the radiator to get it up to temp.

Its about 40F out right and i went for a long drive and still wont get over 170ish. My heater is also not getting very hot.

ambient temp isnt playing a factor if its 40*

t-stat as been re-replaced?

Yes i replaced the thermostat and tested it before i replaced it and it opened up right at 195-200.
