Might just be too cold for the PCM to go into overdrive... I hear rumors to the effect that it won't if it is too cold..... Is this something that just cropped up recently? (like, when the weather took a serious turns towards the arctic? )

You must be in Canada eh? I know a lot of dodges that won't shift into OD until they are up to temperature, can't remember if they designed them like that or if it's a byproduct of trying to push frozen ATF through the trans . I'm pretty sure though that the PCM won't let it shift til it warms up to a set temp

But the big question is...did you put it in neutral while it was running for 30 min, or leave it in park?
