Those holes are stock, ya nothing to be proud of for dodge huh. oil returns from the top end thru these and other channels in that valley. I usually take a dremel to them just to remove sharp edges and burrs. the last motor I rebuilt I laid into one of those and a chunk of metal almost the size of a dime flew off. that is not something I want in my newly rebuilt motor.

by rods, you mean pushrods?
id replace the valvetrain, no questions asked. you could have someone check out the cam and see if its in good shape. have the crank journals polished and deburred as well.
i would really hate to see you to put this engine back together without having the rods resized, line hone mains, have the block, rods, and heads magnafluxed. mill the heads and block deck flat as well.
you should know this, but ill advise anyhow- CLEARANCES are CRITICAL. the entire engine should be blueprinted.
