Napa carries a 3/8" drive torque wrench for this with the lowest being 50 in-lbs.

That first step CAN be done with just seating the bolts in the order.
Yes, that is the plate, and i have it installed. I was refering to the intake manifold specs for putting the kegger back on the heads....they call for 12 inch pounds on their instructions.
It's more important to follow the sequence. Hand tightening the bolts will roughly get you to 50 in-lbs. After you get the first Round (72 in-lbs) complete, then follow as best you can the steps.
The Hughes instruction was making an effort to simplify the FSM instructions.

Pre-cat o2 sensor -$43 (brand recommendation??)
PCV - (need price)
Air filter - (need price)
TPS -$40
Still need the prices for the timing chain. Any specific brand anyone recommends? I am also looking at getting a variable timing chain kit. My boss recommended that.....what is your guys thoughts on that?
At some point I will also be dropping the oil pan so I can access the front and rear main seal and replacing the oil pan gasket. The valve cover gaskets, fuel injector o-rings, TB gasket, will also get replaced.
Is there anything here that I am missing? Anything that I should change? Thanks for everyones help...

@redneck_ram Ok thank you, I will have to check that as for some reason I thought it would be behind the timing sprocket on the crank.
