First, get everything up to snuff as far as maintenance is concerned. Cap, rotor, wires, plugs, pcv valve. Make sure your plenum isn't blown. If you truck has north of 100K miles, do the timing chain and gears. If the plenum IS bad, fix it, replace/gut the cat, and replace the pre-cat O2 sensor.

Change the oil, coolant, trans fluid/filter, t-case fluid (if you have one..) and differential lube as well.

See where you are at, and how much money you have left to spend.

Going to have to be careful what you mod, a '95 has limited tuning options.

Just curious, why does a 95 have limited tuning options?

It's an obd-1 system, you're only option is buying a PCM that's already tuned.

Yep, 94 is the same system. OBDII (which are flash programmable) didn't start till 96.

just tell him to buy a jet performance chip. I think you crushed his heart when you told him that the 1995 was not flash programmable and he will need to mail his PCM to B&G every time he does a modification.

Forget everything they said. Sell the 1995 and get a 1996 and later model. You will actually spend less money getting performance that way.
