No.
Tuners have usually a few different tunes, typically two or three. One is usually an 87 octane tune, one is a performance tune (usually 91 or 93 octane, depending on the tuner), and the third (if there is one) is usually a tune designed for towing.
Performance PCMs only have one tune, performance. It cannot really be changed, and it requires premium (91/92/93 octane) fuel.
