it could be but honestly its mentioned as the cause just about everything problem here.. many have pulled thier truck apart to find it was fine... were your plugs tan or dark? dark / sooty means either burning oil or running rich.. you want light tan color...
you can also just replace the plenum gasket and shorten the bolts or use washers because the bolts were reported to be too long and bottomed out before tightening the plate down enough to hold the gasket. if you really want to be sure and have the $50 to spare I guess the plate could be good insurance since the facts are sketchy on what the real issue is.

also i seafoamed it and put engine restore. helped a little not major though

If your tight on money I dont see why you would pay 120 bucks for a gasket and plate of aluminum when everyone else is selling the same thing for half that? Remember you dont even know yet if its your problem..pvc valve could just as easily be the source of the oil in the intake. if it smells like gas really strong maybe you engines running too rich.... Does the truck consume oil and were the plugs fouled? I would seafoam it according to instructions... See how much it smokes and if it runs better afterwards..
Check and see if you are getting vacuum up on the cad. (on the passenger side of the front axle. two vacuum lines. only one should have vacuum at a time) In 2wd, outboard port should have vacuum, on 4wd, inboard port should.
ill go check now. my neighbor who has a 2nd gen 2500 helped me with it. we replaced them how should i check them put it in park? in 2hi then in park in 4 hi? also he mentioned something about tightening something on the gearbox or something to tighten my steering wheel play.. any ideas? a pic would b wonderful.

There is indeed a DIY for the steering box adjustment in the faq section. Over-tightening is a VERY bad idea, for the reasons Audie mention, and also, if it's too tight, the truck will want to go every direction BUT straight down the road.
(don't ask how I know this....)
Wouldnt a blown plenum effect the cylinders toward the rear of the block at the lowest point? where the oil would pool?
I also have a cylinder#1 miss issue to sort out..

Lookin' at the plugs, and seeing what they tell you would be a good first step. Its true the rear cylinders foul out first...... but, a lot depends on just where, and how bad, the plenum is leaking.
