Couple things I would like to fix on my 1996
1) Headlights are on and when I turn the truck off and get out there is no warning chime telling me I forgot them on.
2) When I open the driverside door the dome light does not automatically come on, I can manually turn it on.
3) My cruise does not work. I told my mechanic that I read some stff online about the vaccum line under the battery causing this and he said he checked it out and replaced it and it is not the problem.

#1 , Replace the headlight switch and check the wire harness on back of it when doing so.
#2 , Replace both the door jamb switches, they are cheap.

Also, a bad brake light switch can cause CC problems.

headlights on warning- i'm not sure where this is on a 96, but on my 01, a missing fuse in PW, PL will kill power to the CTM which kills the chimer warning for all functions including door open/key in switch, low fuel, seat belt, and lights on. if you don't turn up anything else, you could remove and open the CTM and see if the previous owner cut the chimer/dinger out of it. but- fix all missing fuses first. those burned my *** one time.
cruise must have vac at the canister thingy under the battery. double check it as its the most common failure. also as zman said, the brake switch is a trip point and also the clutch switch is a trip point in a manual trans, there's also a fuse for it, check that. beyond all that, it can be hard to identify its failure. on my son's honda i finally gave up and took it a shop where after a lot of work they were able to identify the clutch switch was open.

On the cruise control, I wonder how the mechanic checked it... Mine didn't work, and I changed the servo under the battery tray with a scrap yard piece and lucked up and fixed it. Actually, cruise would set and then slowly lose speed. The servo deal was leaking. If you try to set the CC, does the green cruise light come on in the dash? If the light comes on, I think it would almost have to be a vacuum problem...right?
I know that on my 88 f150 I removed the chimer because it was annoying the hell out of me. Check to see if the previous owner removed it too. It should be located on the drivers side dash next to the fuses. Check the drivers side door switch for continuity. It should be a "Normally closed switch" I believe. Put an ohm meter on it and make sure there is no continuity when closed and continuity when open.
Both of these should be easy fixes for you.

I think the first 2 issues are attributed to the door switch, it looks like it is broken and I will get a new one over the weekend.
The cruise, can anyone tell me where I will find the brake switch referenced above? How will I know the switch is bad, will the brake lights still work? I am not sure what my mechanic did to check the vac. but he had it twice now for this issue and was pretty convinced the last time he fixed it, a test drive would have told him he didn't but... the on/off light on the steering wheel lights up green, I have not noticed a dash light?

If the light on the steering wheel comes on, that means cruise is active, and the breakdown is either vacuum, or servo related. (on the 96, there is no light on the dash.)
Start the truck, pull the vacuum line that goes to the servo, got vacuum there? If so, check the electrical connectors, make sure they are clean, and tight. If all that looks good, replace the servo.
