Fuel mileage is crap!
Well I changed PCV soon as I got the truck
There is no oil consumption
It's exactly on the dip stick when I did my oil change 2000 km ago
Got a google pick of this air damn??
Going to have to look into this
As to the Etest. Not required in Alberta
Think it's BC that's stringent on those tests.They can force you to park your vehicle in BC if the CAT is screwed.

Window sticker on my truck says 12-17 MPG. That was before ethanol was added to gas, I assume the ethanol would lower the MPG's. Best I can get is 14 MPG. Don't know how that translates to your measurements because I'm too lazy to do math after work. I do understand that the fuel mileage measurement "crap" is universally accepted in the US and Canada though, eh.

In my op yes a box cover would help, I lean towards a smooth fiberglass cover over the other type's, which can be a pita for those that use the box a lot.
I also believe a good clean and waxed vehicle gets better mpg, I don't mean wax in a spray bottle I mean a real paste wax rub on rub off. Can tire has most of the AutoGlym products on sale at this time, very nice product and the top wax is expensive but it lasts a long time and ez to work with.
As you have no testing out there ditch the cat.
On my 96 only two 02 just as you have said, make sure you use NTK get them from NAPA, ask for mech prices

Got it for $6900 plus 2 years warranty
Only reason I got it was a hell of a deal
No leaks, compression test was 140-145 on all cylinders
Nice and tight
Going to start with map sensor
Then buy hemifever sct tune and try a reprogram
Wouldn't surprise me if previous owner left the superchip tune on it
Next thing is the plenum getting done.
Last thing I can think of is a cold air intake, throttle body spacer mods
I already changed rotor, cap, spark plug wires, spark plugs
Crankshaft sensor tested perfect to when I had compression check done

Had a chance to stretch the legs a little bit and road trip from Boise, Idaho, to Bend, Oregon. I made the drive over to look at and purchase a boat. The two-day adventure ate up two tanks of fuel over the single-lane highway, with only 70mi total interstate use (roundtrip). On the way over, I was fighting the wind almost the entire drive, yet still managed just over 14mpg. That tank lasted me about 360mi. I bought the boat and towed it to a friends house where we stayed the night. The next morning, we gassed up and made the drive back. Once again, I was fighting the wind for about half of the trip. This tank lasted a nickel shy of 300mi @ 13.8mpg towing a 3000lb boat.
I never drive over 65mph, towing or not. This truck just consumes too much fuel going any faster than that. I have the 360/auto combination, with 3.55 gearing and 255/85/16's. I don't use cruise control when towing, nor do I use it on anything but flat ground. I don't have a canopy anymore, so its just the open truck bed. The one device that I do have is the ScanGauge II. this unit helps immensly when trying to watch mileage. It also calculates the mpg's for me, which has been incredibly accurate over the year that I've used it. Best tank ever recorded was a long-azz drive from Boise to Moab, Utah, for some dirtbiking with my buddies. That trip netted 18+mpg going down, and 16.5mpg coming back. That gauge is a great tool.
