cruise control help needed

Clock spring won't affect 4x4. (vacuum issues may, or may not....) Basically, all the clock spring does is get the signals from the steering wheel controls (horn, cruise) to the bottom of the steering column. (as the steering wheel rotates three and some change turns..... just wires won't cut it.) I am not sure just exactly WHERE in the column it is, but, wouldn't hurt to check both sides...

Horn, steering wheel radio controls, (which I don't think you have) cruise, or any combination of them... (air bag light as well may come on.)
You can test the cruise switches... all they do is modify voltages showing up at the PCM. Grab the 95 service manual, have a look at the wiring diagrams, and see if things work the way they are supposed to. PCM has full control over cruise.
