Default No 3-2 downshift on 46re 2000 ram

I have been reading and searching for a couple days but cannot find a straight answer for my problem. Everything else seems to be shifting perfectly except when I go WOT at any speed where I am in OD or 3rd(od off). The transmission goes into neutral and the rpm's redline. It shifts fine from 4-3 with light acceleration but at WOT the 3-2 downshift is not occuring.

Any help on what part or parts might be causing this would be greatly appreciated. I have already adjusted\re-adjusted the TV cable all over it's range with the 3-2 still occuring.

Have you tried checking for codes? (key trick) And check this out from the FAQ/DIY section. https://dodgeforum.com/forum/2nd-gen...agnostics.html

I have read that and the closest failure description was "NO KICKDOWN OR NORMAL DOWNSHIFT". Short of buying all the diagnostics equipment and hours of troubleshooting needed, I was really hoping since I intended to replace the governer sensor and the filter I could bypass all the troubleshooting and just pre-purchase the most likely failed part(s). From what I have read so far most likely my problem is in the valve body but if I could pre-order any cheap, hard to find parts which are likely causing the issue I might could get the job done in a day.
I do have a basic scanner but I don't think that is what is needed for pulling codes from the transmission. No codes were found otherwise. What is the "key trick"?
Thank you for your response.

Key trick= Turn the engine off, then turn the key ON, OFF, ON, OFF, ON without starting the engine. Any codes will come up on the odometer.

TV cable "adjusted\re-adjusted the cable all over it's range?" There is one correct setting... Start there.

The starting point can be found in this thread. https://dodgeforum.com/forum/2nd-gen...-in-trans.html

And if you want to screw around with it afterwards. http://www.bionicdodge.com/Download/...Adjustment.pdf

That is what I meant by "all over it's range". It does not fix the downshift problem with it correctly set or in any other position.

I know you want to fix it cheap, but it simply needs to be pressure checked.

Thanks, I'll need to look up what that involves. I thought I ran across a "how to" which seemed to be very involved. I wonder how much a transmission shop would charge to diagnose(pressure test) it?
