Default Starting Problems

This problem I am having happens once in a while now. When I go to start the truck I hear a "pop"/"snap" and all electrical equipment have no power going to them. I have replaced the starter already, about a month ago, and the problem hasn't happened until today. When it happens I disconnect the battery and when I hook it back up right away the problem happens. I have to wait a good five minutes before reconnecting and that solves the problem. But like last time when i had the old starter, it happens again every so often. Where do I go next? I also notice my battery voltage is above 15V when I start it every morning and then goes down to 14V later on in the day.

Check the battery cables.

Check all connections are clean and tight , also all ground wires. How old is the battery? Not sure what would cause high voltage readout. Did you check with multimeter at the battery posts? Other thoughts, wire shorting.

Have your battery and alt tested at an auto parts store. Are you using a DMM to check battery voltage or the gauge? Sounds like the voltage reg in the pcm is overcharging though. I have checked all connections that I can see and they look great. I checked with a DMM once and it read 14.7 but the gauge has went higher than that when I wasn't checking it. I do believe the voltage regulator is shot but how can that cause my problem?

Because it regulates voltage and is in the PCM. So do the free checks on battery and alternator to rule things out first.

i did and they are clean and tight. I forgot to mention that when this problem happens the "pop"/"snap" is consistent with a spark in the fuse box (friend noticed it).
