I taped a mirror in an angle under the cowl to do mine. What a stupid place for a distributor!! Must have been engineered by the same genius who thought a metal plenum pan would cut it bolted to an aluminium intake
If you DO take the intake off, do yourself a favor, and do the plenum at the same time....

the vent lets moisture into the cap. it took me 5 years to figure this out. the moisture gets inside just like it gets on your grass over nite when the air temps go up and down. i have been plugging this hole for only 3-4 years with no trouble in some climates its not a problem, but in Wichita KS it is. i think on dodge trucks with a small block having the cap next to the fire wall makes the trouble worse. or parking next to a house makes it worse. note you have more moisture next your house than in the middle if the driveway, in some cases. yes you can have
SOME moisture in the cap and it will run, but not very well.

You can clean out the plenum, but, that won't fix it. The oil gets in there thru the blown gasket, and your engine burns a fair bit of it. That destroys O2 sensors, and catalytic converters. And it only gets worse with time.
This is a known problem on these trucks, bit the bullet, and fix it.
