The Jeep is a '99 and there is no ABS. Good thinking though.

Well, so much for that thought....

Verify you are getting 5 volts TO the VSS. Also, pull it, and see what the gears look like, including the one on the output shaft.

May want to check and make sure the VSS is installed properly. There are alignment marks on the sensor, and on the case, and you need to use the right ones for the color gear you have.
