Good battery/electrical system failure
I have a 1995 1500. I've never had electrical issues until Saturday when I went to start it. I turned the ignition and for a split second the dash lit up and then DEAD. Today I got around to hooking up a charger and the battery is good. But nothing electrical works. I pulled the headlight switch "on" but the headlights did not come on. A weird "boing boing" noise came from the dash, so some juice is flowing. The stereo does not work. The engine won't turn over...not nothing but close to it.
I have googled and searched here with no joy.
Is there a main fuse, relay, or breaker I should be looking at?
I know this sounds noob-ish. I am not a gearhead, but I'm not a meathead either. Thanks for your indulgence...

Clean the battery terminals first, make sure they are clean, and tight.
Check the grounds right by the power steering pump next, same for them. Clean, and tight.
I suspect that will solve your problem.

MegaZ I just posted up the first 11 pages to the instrument cluster in a 2002.
I am not sure if it will work for your application, but the diagnosis/testing procedure may.

Well, call me meathead. The battery terminals looked clean. I checked the fuses next to the battery and the ground at the power steering pump....all good. So for the hell of it, I pulled the batttery clamps, scrubbed the battery posts with a scotchbrite pad, tightened the clamps and voila! She started right up.
