Default 2001 Dodge 2500 Cummins transmission problem

our son has a 2500 Cummins 4x4 with an automatic, last week he was out hunting and pulling a trailer with a Polaris Razor on it so not much weight, but he started having problems with his pick up not shifting properly from first to second it has to rap the engine to shift I been driving it this week and when you give it light throttle it shifts fine but anything over half throttle it doesnt want to shift completely into second unless over 3 grand, and afterwards every other gear shifts fine, we noticed awhile back at around 10 mph it was surging and by giving it more thottle it would go away any ideas thanks in advance

Welcome to DF!

When was the last time the trans was serviced/bands adjusted? That might be all it needs.
