If you suspect the cat may be bad, remove the front O2 sensor from the exhaust completely, and go for a drive. Does it run any better?

I will do that, you mean just run it with the sensor out and basically just a "hole" in the pipe ?

Yep. If the cat is clogging up, the hole will give the exhaust someplace else to go. (and yes, it will be louder, and it will set a code..... )

So I ran it without the upstream sensor, no change, still didn't wanna climb the hill(outta my driveway) but funny thing is without the sensor no cel but a when I reinstall it the cel comes back on with the same 2 codes

Then you have something else going on......

Time to test the TPS, and fuel pressure.

I was planning on testing fuel pressure I just need to get a pressure guage but how can I test the throttle position sensor? Other than just replacing it and see what happens. I know it's not a really expensive part but it's starting to add up with all the parts and other stuff I've been throwing at this lately

Do you have an analog volt meter, or, can you get your hands on one? Check the output wire, should be less than 1 volt at idle. (closed throttle) Greater than 3.5 at WOT.

The throttle position sensor is fine. I need to get a fuel pressure tester . Would something like the one in the pic I attached work? Will this tester work on my ram

Work just fine for gas engines.
