CAI does nothing for you. Spend the money elsewhere. Just get a good filter.
The rest would get you some gains. You would need a custom tune though. Trouble is, the heads are the most restrictive part of the intake tract. Adding heads to your list would be a very nice improvement. How much? Depends on the cam, and how good the tune is. (so, add a wideband O2 sensor to your list, and whatever you need to do data logging.)

Yes pretty much other than you forgot the roller rockers. Depending on which cam you select you can either go with stock ratio 1:6 or for a little more lift 1:7 roller rockers.
You want to get the EQ heads that are sold on Ebay or thru Clearwater Heads. Stay with the stock sized valves unless you're going to bump the CR up.

Hemifever Bump
I can agree with using Hemifever. I have been using his tunes on my 96 and the trans didn't want to play nice with the canned tunes. It wiuld not shift correctly felt like it was shifting twice. After a month or so and half a dozen tunes we were able to figure it out and it runs really good now and havent had a miss shift since. I'm pretty much stock but if I was to going with more engine upgrades would just take it to him in person.
