The 98 dash is a unicorn as it was only run one year. It's weird what happened at Dodge design versus engineering. They designed a completely new interior to be used with dual air bags and the quad cab but decided some dash components weren't good enough. The final tweaks to the 99-02 were all the same but whether the blend motor showed up in 98 sometime or 99 with the final touches is unknown to me. They continued to make software tweaks in 2000 and beyond plus mechanical changes as well. In my studies, it is hard to find any two years of production that were identical. Something is always getting tweaked.

Interesting, never knew 2002 HDs had a different system. Been awhile since I've seen a thread at a diesel forum about wild vents. I guess the 2002 is the holy grail then, as the 2003 3rd gen had all kinds of blend door and HVAC issues. We really don't have it that bad. 3rd gens had just as many issues and 4th gens have other issues. I suppose the mantra of auto makers is "never learn from the past." Either that or they're really stupid.
