How to get better MPG
Hello. I bought a 99 Ram 2500 HD recently and im trying to get better MPG. First I will list everything I have done to the truck. I have replaced the plugs, wires, cap, rotor, air filter, belt, belt tensioner, transmission speed sensor, tires (275-70R16). Tomorrow I will be changing the fuel filter. I have also ran a contaner of seafoam through the gas tank and the oil right before i changed the oil.
I have been keeping track of my MPG and the best ive got is 11MPG while i avg. 10. My question is this; Is there anyway to increse my MPG other than changing the Diff. Gears. or doing a Cam swap? (Im going to do a Cam swap latter on)

Tires aren't a stock size so you aren't getting a correct mpg. But no, there's really nothing you can do. 10-17 is the range for these trucks and while you're on the lower end, it's not abnormal. You can always air up the tires to the max and suffer with the ride. Also, take a road trip with the cruise at 62 mph. You will then achieve a better mpg.

Get someone with a stop watch to ride with you on the interstate. Run EXACTLY 60 miles an hour. Time how long it takes to go from mile marker to mile marker. Those are set out by surveyors and are extremely accurate. The signs that say so many miles to a town aren't very accurate. If you go one mile in 60 seconds, your odometer and speedometer are spot on. I'll bet it isn't. If it takes you 58 seconds to go one mile, divide 60 by 58. That will tell you you're running 1.03 miles per minute. Multiply that by 60 to get your miles an hour. (62 mph.) This will tell you how accurate your speedometer is. If you're way off, you'll need to compensate to avoid a speeding ticket. It's no use telling the officer your speedometer is off. He or she won't care. Just how fast you were actually going.

Have you checked the plenum? (there is a sticky at the top of this forum relating to that.....)
Fuel filter is integrated into the pump module. Not serviceable separately.
I am assuming the 360, since you mention cap and rotor....... you should be able to do better than 10..... but, it ain't gonna be by much. I think my 96 was in the neighborhood of 12 to 13 around town....... (and I live in a rural area......)
