Delphi is a good brand. (usually....)

Need to find out what's missing. Your engine needs three things, fuel, spark, and air. (ok, and compression..... four things.) If one of them is missing, it won't run. I don't think air is the issue...... so, fuel or spark.

Then something other than fuel pump and relay is restricting or not allowing the fuel to flow ?!

Do you have spark? Do you have good fuel pressure?

Yes on both - spark and fuel pressure - what if an injector is shorted will it cause all injectors to stop firing ?

Nope, you would just have one dead cylinder, and it would set a code. Next check is see if you are getting injector pulse. Test lite, or noid light will tell the tale.
