Default 1995 shifting issues

I have a 1995 dodge ram 2500 with a 5.9 12v cummins. I am having an ongoing issue my truck is slow as hell and does not want to shift into any gears. It seems worse when the weather is colder. I'm leaning towards a torque converter issue. I just dont have a lot of experience diagnosing these issues. Any help is very much appreciated.

Your trans is purely hydraulically controlled. If it isn't shifting...... something is wrong. (yeah, thank you captain obvious.....) When is the last time the trans was serviced? Bands adjusted? Does it act like it is in neutral?

I was researching the kickdown or tv cable. I did an inspection. I found a solid linkage that goes straight back that goes to something that rotates. The previous owner had this tied together in a way that made it look like they were connected but they were not. I zip tied for the time being and my trans is shifting beautifully now. Any ideas as to what this is?
