Have you check to see if you have power and ground at the fuel pump. Maybe an open wire, fuse or relay? The fuse could be in the PDC or the fuse panel on the driver side end of dash.

Do this and then check if you have pressure at the fuel rail. You can do they by pushing the valve down (will get sprayed if there is pressure). Do you hear the fuel pump when you turn the key forward?

No sound from fuel pump. Relays and fuses all check out. Maybe 5lbs pressure on the fuel pressure gauge.
No power at the pump? Ill check that this evening. So could be a Bad wire or ecm maybe?
The pump is brand new. Not that it couldnt be bad but, before i throw another one on it trying to eliminate all possibilities.

Yes I would check for ground and power at the pump. You can do this with a $6 test light from Walmart (does both power and ground) you will need a second person. The pump only gets power for about 3 seconds unless the engine is turning. If you have ground but no power start at the fuel relay. Make due the relay is getting battery power (fused so if not check the fuse) and the signal from the PCM
So it seems i have no ground to the fuel pump relay. Any idea where to look for that or any reason why? Everything else seems to check out with the mukti meter

You are going to have to trace that ground or ground the fuel pump to another ground
Bad ground is a good place to start, and since everything else checked out (relays, fuses, and volts etc), swapping the pump seems like a good next step.
Is the truck in a snowy part of the country? Just thinking road salt etc effecting a possible ground.
