You need both or you will have no spark! The cam sensor tells the pcm where the engine is IE #1 cylinder etc... Have you tried to pull out some of the plugs after you try to start it? Are they wet with fuel? Have you tried giving it some throttle when cranking?
PCM doesn't really care which cylinder is where for spark. The distributor takes care of that. I would go out and unplug my cam sensor, and test that theory, if I still had my 5.9....... The 8.0 doesn't have a distributor.
You can have the distributor not in the correct position (180 deg's out or out far from were it was original) and the engine will not fire up. The distributor does the injector phasing (a really weird cam sensor). There a mark on the block that you position the mark on the distributor to get you close. With the spark plugs firing and the rpm erratic, make me think that its a crank sensor. That ****ty pos sensor on the transmission housing (just behind the distributor). Probably the worst ever design on a mopar.
