I don't know how hard it is to pull the cluster apart, and move the needle.... Never done it before myself, but, if you set it so it is at least close to accurate at normal operating temp, that should be good enough. Might wanna experiment on another cluster. Just pick one up at the junkyard.

 

Once you get to the cluster, it's 4 screws to take the front plastic off

It will likely still go back to zero. Be real careful when you pull the needle, that the shaft it goes on doesn't get away from you. Means you have to start all over again.
