Don't believe there are plug and play tuners for OBD1 vehicles. You would need to send the PCM out and have it programmed. I'm sure someone else will have more insight.
No one does tuning for Dodge OBDI any more. B&G used to, but, even they quit doing it. Being OBDI, it isn't flash programmable either. Only option is an aftermarket engine management system.
That's actually a viable option. Trans control might be a bit tricky, as Dodge went to the RE Transmissions with OBDII..... but, PCM and wiring harness from a 96 or 97 truck would work fairly well.

Just FYI, my early '96 Ram 2500 4x4 5.9 magnum has a 46RH transmission and has an OBD2 connector in the cab.
And yours is the ONLY one I have heard about that is like that..
Yes, I suspect this truck was built during the transition of Dodge trucks to OBD2 during the early part of the 1996 model year, hence its hybrid nature.
Several companies make 'em. Holley, Megasquirt, et. al. Are they plug and play? Not really. another option would be to get the PCM and underhood wiring harness from a 96 or 97 truck, with a manual trans, and just use some pressure switches for TCC and O/D on the trans. That would be the cheaper option.
