Angry heat/ac only coming out floor vents

I have a 1999 Dodge Ram 1500. No matter what setting i put the ac/heat on it only comes out the floor. I can feel it coming through all the other vents slightly but its mainly only coming out the floor vents. Anyone know why it is doing this?

Either the control head is screwed up, or some actuators are jammed up, or the doors are broken. Going to have to go poking at it to see what the real cause is.

Ive already swapped out the control switches on the dash. I also changed the blend door actuator with one i had on my parts truck but it might also just be bad im not sure. We checked for vaccume leaks and dont think there are any. I had the entire ventalation system out a few weeks ago and changed out the heater core and the evaporator. I dont know if the heat/ac blew out correctly before that because i just bought the truck. So my best option would to be take the dash out and check the whole entire thing over again to make sure its all done correctly?

Unfortunately, I think that is the only option you have left.

If it were a total loss of vacuum though, it should default to the defroster vents.
