Even if you push the 'set' button?
Cruise is purely controlled by the PCM. There is a servo up underneath the battery tray, that is powered by engine vacuum. If it doesn't have vacuum, it just doesn't work. Being as it's under the battery...... the line, and servo itself are sometimes destroyed by battery gases. (or, it the battery boils, you can figger cruise is all done. )
Check the vacuum line first. That's the most common failure.
