Speed Limiter

I must say, in some areas in central VA, if you are doing less than 80 MPH on some stretches of highway, you're likely to get run over or at the very least look like the snail on the road vs. the Fords and Chevys out there. When I do drive my truck on the highway, which I primarily use for hauling odds and ends, its not uncommon for it to see open highway speeds of 80MPH and above from time to time, even pulling a 6x10 utility trailer. I have taken a lot of time to upgrade the front suspension, tires, transmission and engine to help the truck live properly at higher speeds. Since the truck doesn't seem to pass many gas stations anyway, its comforting to know that my 3/4 ton truck can make its way down the highway when needed.

Being obd1 it’s not that easy to change limiter….also check your plenum, try to verify cat isn’t getting or is clogged.
my 95 ram with 200k miles did 100+Mph with ease when I was in maine and had to get to Massachusetts because my wife was in labor having our first child…there’s obviously something wrong. You should dig in a bit to find out

What gears are you running? Red line at 90 is pretty low speed. Do you have 3.91 or 4.11 gearing? If so, you're doing good to get 90. My truck is running 3.55 and gets to 90 with ease the few times I've tried and it wasn't near red line.
