Default Turning trouble

I have a 99 3500 the power steering is going out but idk if it’s the pump or the booster both the brakes and the steering pump are full but both make a whine wehem you use them so new booster or power pump ?

If both steering and hydraboost are acting up, that is more than likely the pump.

That's likely the pump.

On mine, (96 gasser) the pump shaft broke...... internal to the pump. The pulley stayed in place, and everything *looked* normal. But, when I pulled the belt, the pulley, and a chunk of the shaft just fell out. Explained a lot. (driving it like that, pulling a 4000 pound chipper, was no fun at all.....) I think yours, the pump is just failing, or, it's low on fluid.

fluid good when you pop the top it’s bubbly but steering is hit and miss and the brakes act funny and wine

Its' sucking air somewhere then. Which will indeed make it whine.

You have hydraboost on your truck for the brakes? I don't think it would have anything to do with it.... it just gets pressurized fluid from the pump. The pump is the only thing that does the 'sucking', for lack of a better term. The rest of the system is pretty much sealed, or, it should be..... Is it leaking anywhere??

Not that I can tell I’ve laid under it while someone was trying to turn it an a found no leaks

I would suggest changing the pump, however, last time I did a power steering pump on anything, it took four tries to get one that worked at all..... and even that one was noisy. New rack, new lines, new pump, still noisy. The quality of aftermarket parts has gone down significantly of late.
