I see 4 metal contacts in the top socket.. Should the bottom socket have the same number of metal contacts ? This is something I noticed but thought this is how they were made.

I'd suspect they should be the same. You can check the other side to be certain.

No as the bottom socket only needs two contacts (power and ground) where the top needs 4 (ground, park lights, turn signal, and brake light).

Do you think replacing the the tail light wiring harness will fix this issue ? Ive found out there is no power going to the socket that goes to the brake light

Check at the plug farther down to see if you have power there.

If you have a trailer harness on your truck, that is a spot that is notorious for corrosion/broken wires, etc. The connections there just weren't the best.
