having issues shifting from 2nd to 3rd if I drive like a grandma it seems to be okay if I have to pass someone it will not shift back into third. Sometimes it SLAMS into 3rd ! Changed fluid filter pressure Governor pressure solenoid and sensor. Issue remains any thoughts thanks in advance.

How is fluid level? (gotta check it hot, in neutral. Checking in park will give you an artificially high reading.)

How is the TV cable? Adjusted properly? Moves freely? No binding??

I just had a similar issue on my 1999 Ram 1500 with the 5.9L and 46RE tranny. It would like to hang out in 2nd and 3rd for far too long (3000rpm) before it would finally shift. Locally tranny guy said to change the pressure regulator and pressure governor, so I picked up a pair of solenoids from Amazon and did the filter and fresh Mopar ATF +4. After about 10 minutes of driving it threw a P1757 code (incorrect regulator pressure). During that 10 minutes of driving it shifted thru all the gears pretty nicely, but it felt like I was taking off from the line in 2nd gear all the time. When I installed these 2 sensors, I removed the aluminum block from the valve body to do it and noticed that small gasket - does that go bad and cause pressure leakage?

So now I'm trying to figure out if I need to replace the OD solenoid or get a better quality pressure regulator like Borg Warner to clear the P1757 code????

I should also mention that when I would turn OD off/on when going up hills, sometimes it would kick down and sometimes it would not (acted a little screwy), so that's what leads me to think I need to replace the OD solenoid also

Do you have high mileage on the transmission? And is there any transmission codes that you know of. The adjustment would be at the throttle body bracket, You want to be careful because the part the need to slide of f the throttle body arm is plastic. If you break it, you will need to replace the cable. You want to make the adjustment even with the arm of the throttle. If that doesn't work, You more than likely will need a overhaul with new seals. Over time the seals get hard and doesn't shift correctly. I use to see this all the time.

Update.
went to adjust the TV cable it seemed to be moving a bit odd pulling it all the way and then pushing it back and it was very sloppy anyways went down the transmission where the TV cable connects to the transmission there seems to be a bracket that connects the cable and then pushes into the Transmissions amount value swivel part of that was rusted and corroded sprayed it down moved it by hand and everything works fine so obviously there was coronavirus in that kept that cable from acts waiting the valve probably go figure

I had a similar issue with my transmission and TV cable. After lubing it up and clearing the rust I could see, I ended up replacing the TV cable with a new one. The old TV cable likely had rust inside the housing and was binding up from time to time, causing the transmission not to shift properly. The new TV cable cured my shifting issues with my newly rebuilt 46RE transmission.
