Which three wires are you seeing power on, and how are you testing?
I tested with multimeter originally and three pins on the fuse box under the hood were reading battery voltage. Since then when checking things after tinkering with this and that I've only used test light where the relay plugs in. When I looked at fuse box diagram I don't think I noticed PIN numbers only fuse description. I still have voltage going to my spare fuse location as well through the fuse as if there's a load on my spare

Do you have a service manual for your truck? If not, get one here. Wiring diagrams are in section 8W. Let me know what pins you are seeing power on.

I don't know if the spare should have a power feed or not...... Seems kinda odd... but, hey, it's Dodge.
