Default Truck takes off in drive gear

I have a 99 ram 1500 5.9 magnum with a 2000 46re transmission, when in drive it takes off at a higher gear rather than taking off in first gear, I can manually shift it down to first gear and it takes off just fine but when in drive it takes off slow and is in a higher gear, also when manually shifting from first to second it seems that there is no change in the gears, what should I look into to fix my problem?

In 2000 the sensors (in the trans) changed so they not work with your 99 pcm. Not sure if you can swap the old valve body(and sensors) to the 2000.

Valve body is the same, sensors, and bracket are different.

We swapped over the wiring harness and sensors from inside the 99 transmission into the 2000 transmission, is there any other sensors it could be?

Did you use the bracket that holds them in from the 99 as well?

If he didn't swap the bracket as well, the solenoid likely isn't sealing properly, ask him, see what he says.

Gonna need a scanner that can read live data. Governor pressure should be 1 PSI per 1 MPH......
