Default Emergency Brake Cable will not tighten

I just replace my rear brakes entirely. I also replaced the emergency brake cables. but i can not get them to tighten up. I tighten the equalizer as fall is it could possibly go and nothing i can still pull the cable in and out by hand. Any suggestion on what may be going on?

Wrong cables, or, the front cable is stretched out too far.... can you get a new one?

So even when you mash the pedal you've got slack?

The cables could be stretched. I did this awhile back on one truck I service:

also my pedal is sitting in the on position. I just thought that the tension keeps it off. Is the wrong or is my pedal also broken

So theres no tension right now and the pedal springs to the on position. Also the cable is 98inch its a 1995 dodge ram 1500 single cab short bed and its the only size anywhere comes up with so it has to be right. The rear passenger is 98inch and i know the driver rear is correct. Those are the only two i replaced.

Something ain't right there..... tension on the cables should force the pedal into the up position when you pull the release.....
