I used to put a piece of cardboard to block off some of the air going thru the radiator. I blocked 1/2 of the radiator off on my 440 when temps got below zero. Yes, I had to use a big jump starter to get it spin over at 10 below zero.

Blend doors are notorious for failing on these trucks. When you move the controls, can you hear movement inside the dash?

If it's not a issue in the hvac box then it's a issue with the heater core. I have seen the boxes half way filled up with tree debris blocking air flow.

Yea, I cleaned out the box with a borescope and a vaccumcleaner its an old farm truck used only in the spring planting season through harvest season, that's why I want to hook up my water nose to the heater noses, I had a Dakota that had no heat I cleaned the heater core out and a ton of black gunk came out, so I figure what the heck right? it cant gunk to back flush it

The actuators may be moving, but are the DOORS moving. Blend door likes to separate from its axle. It's also mechanically moved via a cable to the top of the heater box.... no actuator for that one.

The blend door is cable operated on your year. All the other doors are vacuum.
