From what I undestand this is designed to basicly trick you cpu into thinking the air coming into your engine is colder that what it really is. Your cpu then sends more fuel to the engine to combine with the denser air.
It supposedly works whenever your PCM is operating in open loop, before the motor warms up, at wot, etc. When in closed loop it's just trying to acheive 14.7:1 based on what it gets from the o2 sensor. Do a search on IAT mod.
Ya there's a bunch of different ones like it on e-bay. They're all just fancy packaged resistors. They tell your computer the truck is colder than it is and thus add more fuel like when it's cold. It may give you a boost under certain conditions but when it's hot and there's not enough oxygen for the extra fuel to combust then you'll just be wasting fuel. Better off throwing in 180 degree thermostat and a CAI and then you'll actually have cold air and the computer will add more fuel and you'll have the air to burn it
don't waste your money, either on the part or on gas. The resistor trick and relocating of the iat sensor just richens the mixture. Rich mixture = poor milage for a very slight hp gain that only shows up on the top end.
