1999 5.2L fuel pump fuse
If the 1999 is like the 2001, check fuse 9 (10A, in the junction block) and fuse 3 (20A, in the PDC)
Also, you can substitute another relay and see if that works. Or, just take out the relay, and test terminal 30 [which will be marked on the bottom of the relay] this should be hot at ALL TIMES via fuse 3) . There should be voltage to terminal 86 with the key ON (via fuse 9). Also, with the key ON, there should be continuity between terminal 85 and a ground (provided via the PCM).
*Also, what are these joint connectors? Joint connector #2 connects, amoung other things, fuse 3 to the fuel pump relay.

It's probably fuse 3 (20A). It's a 20A Maxi-fuse (the big style) on my truck.

I just had my fuel pump replaced on my 94 Dodge Dakota, but the fuel light is on and the gauge doesn't work. I'm hoping it's just a fuse.
