As far as a heat shield goes, I would look into 1/8 sheet metal...
The filter though, I would go with AirRaid, AEM or K&N... Check on ebay for good deals. look for a 8 inch conical with a 3inch flange.
also as far as insulating the heat shield, look into the material they use on the bottom of hoods... that keeps heat locked in/out pretty good.
