I used to worry about water getting in my intake via the bumper scoop, but Ive realized it would take alot of water to actually do anything. At 200 degrees, even with the heaviest amount water being kicked up from the semi in front of me, water isnt going to make it long in the engine before it evaporates. Just my .02. I know I get water up in the air box though, and I still have a truck that runs. Lol.
A hood scoop would worry me a little more, but you should also have a space for beads of water to drain away from the filter area to keep the most water out possible. Google search factory ram air setups for Subarus and Camaros, and youll see they actually have a drain channel and other anti-water things to prevent water from getting in.

Mine it from fiberglass-hoods.com and it cost a ton, but in this case i got what i paid for. My body guy said it was the best quality fiberglass he had ever seen
